Bush, Dick Cheney, Condoleezza Rice, and Rahm Emanuel, noting how the many ways the Bush administration failed the people of New Orleans during and after the hurricane. The verso prints two articles, titled "The Hurricane Brought Misery and Death...THE SYSTEM MADE THINGS WORSE!," and "Natural Disasters...If the People Rulsed Society – We Could Do Much Better!"
