A satirical "open letter," in the voice of "John Doe Cow," addressed to "Dear Governor, Legislators, American Legion, Packer Backers, and you, Dorothy..." The letter addresses the 1969 campus unrest at the University of Wisconsin, which began over the University's failure to establish a Department of Black Studies. Weege particularly targets Republican Governor Warren P. Knowles, writing "...the "unrest" on our campus is definitely linked to a nationwide 'conspiracy' - you just keep beating those bushes, Guv. We can't be too careful. The 'conspiracy' is the natural reaction of oppressed people to the constraints of a conspiring war-mongering political and military establishment..."
