Produced after the Confederate failure of Morgan's Raid in 1863, the anonymous Northern author of this work suggests that, since the war is clearly just about won for the Union, it is time to turn attentions towards ensuring that "the execrable heresies of State Rights, Nullification and Secession" never return. He sees them as the result of "a certain evil in our political system - the suffrage of those who have no interest in the country....We are now brought to this simple point.
