First and last few pages are foxed. Binding is exposed, but intact and secure. A few pages have small pen marks in the margins. However, the majority of the pages are clean. Signed on the title page by John Stephen Vaughan (1853-1925), the English Catholic bishop of Sebastopolis, and later, of Salford. Vaughan was the brother of Herbert Vaughan, who was also a Catholic bishop. John Stephen Vaughan was also a mathematics professor for a brief period at St. Bede's College, after which he did missionary work in Australia. This booklet addresses the political threats facing Pope Pius IX in Italy at the time of publication and how those threats affected the entire Church. Bede was the Archbishop of Sydney.
