The Fourteenth Amendment barred from federal or State office any pre-War office-holder who had betrayed his oath to support the U.S. Constitution by joining the Confederacy. This Bill "Passed the House of Representatives February 16, 1869." It was then delivered to the Senate, which made a few amendments, adding a (truncated) few and subtracting a few miscreant Confederates; it then passed its own version. The two Chambers were unable to agree on a final bill; it languished as the Session ended on March 3, 1869.
