A public address followed by two acts, separately paginated but intended as one publication, concerning the management of the Revolutionary War debt in Massachusetts. The address, signed in type by Jeremiah Powell and Caleb Davis, includes a small table showing how war taxes have been spent to date, and it defends the need for an increase. The first act concerns adjusting the state currency and paying monies owed on Continental loan certificates, while the second act authorizes the treasurer of the Commonwealth to borrow $400,000 for the prosecution of the war.
