Carey was one of the most articulate pre-Civil War advocates of a high protective tariff to encourage American enterprise. "He did more than anyone else, if we except Hamilton, to found the American nationalist school of economic thought." DAB. Here he analyzes the economic depression in Pennsylvania in 1818-1820, and attributes it to insufficiency of protection for "the interests of the grain-growing states." Some industries, such (truncated) as potteries, have received a mortal blow from "the influx of foreign ware." Others, "particularly the woollens and coarse cottons," are just now recovering. A second edition was published in March, and a third in April, 1822.
