Skinner 640 6th St. San Diego, Calif. Signed and dated: "Geo. W. Goethals Sept. 12/15." Goethals (1858-1928), born June 29, 1858, New York City; died January 21, 1928, New York City; American army officer and engineer; appointed by Theodore Roosevelt as chief engineer for the Panama Canal 1907; military governor of the Canal Zone 1914-1917.
