First edition. vii, [3], 16pp. Stenio Vincent (1874-1959) served as President of Haiti from November, 1930 to May, 1941. He ran a popular campaign focusing on his opposition to the American occupation of the island. Following his election, he assumed a dictatorial stance, and created a new Haitian constitution giving him wide powers. He stepped down in 1941, and was succeeded by Elie Lescot.
