First published in 1832, this is one of the earliest treatises published in post-colonial Latin America and possibly the first Latin American treatise on international law. It represents "the most systematic and complete treatment of the subject published in the Americas or in Spanish," "both up to date and directly relevant to the concerns of the new American states now seeking to establish themselves in the early nineteenth-century international system" (Fawcett). A sophisticated work, it draws on the leading English and Continental jurists of the time. Bello was an important Venezuelan statesman, lawyer and man of letters. He spent his later years in Chile, promulgating the country's civil code in 1852 and founding the University of Chile in 1843. OCLC locates 1 copy of this edition (UC-Berkeley Law School). We located no other copies in institutional libraries. Not in Palau. Fawcett, "Between West and Non-West: Latin American Contributions to International Thought."
