"This Report was submitted to the Governments of India and China by the Indian and Chinese Officials who met in accordance with the Joint Communique issued by the two Prime Ministers on 25 April 1960. The Report starts with the joint statement of the two sides, giving the background of their talks, and forwarding the Report to the two Governments. Each side has then given its own account of the statements leading to the adoption of the agenda; and this is followed by the agenda that was finally agreed to by both sides.
