Association Copy, SIGNED AND INSCRIBED BY AUTHOR at front end page -"To James Armsey with thanks for his help Frank L. Howley 12 Jan. '53". Brigadier General Frank L. Howley ("Howlin' Mad" ) set up military government in France after D-Day, led the first American ground party to cross the Elbe river and enter Berlin, and was commandant of the American sector of Berlin after the war. He earned the nickname of "Howlin' Mad" for his interminable and confrontational negotiations with the Soviets. James W. Armsey (1917-2008) was the Ford Foundation executive who oversaw grants to universities and colleges in the 1960s, with the only requirement that they had to raise matching funds from other sources. At his urging the Foundation added the requirement that the colleges and universities could not bar black students. This change caused a number of them, including Duke University, Vanderbilt University, Emory University, Tulane University, and several major private colleges, to admit black students for the first time. The book is Near Fine, slight rubs at the corners, in a Very Good Plus dust jacket, rubbed at edges and small hole at spine. First Edition stated. Howley's signature is quite uncommon. .
