He was part of the Ukrainian delegation to the Paris Peace Conference and Deputy Secretary of State for Foreign Affairs of the Government (truncated) West Ukrainian People's Republic. Arrested in 1930 in the case of the Ukrainian Military Organization, he was first sentenced to 10 years in prison, and later to capital punishment. He was shot in 1937. His current booklet described the circumstances surrounding the assassination of Andrzei Potocki (1861 - 1908) - Polish count, Austrian Viceroy of Galicia, opponent of electoral reforms, and supporter of conservative Russophiles - by civic and political activist (later political refugee in the US) Myroslav Sichynskyi (1886 - 1979), in protest against Polish violence and fraud in the 1908 elections.
