The present report, written by Republican Senator Matthew Hale Carpenter (1824 – 1881), responds to the memorial presented by numerous prominent suffragists including Susan B. Anthony, Elizabeth Cady Stanton, Isabella Beecher Hooker, Elizabeth S. Bladen, Olympia Brown, and Josephine J. Griffing. The suffragists' memorial argued that the 1870 ratification of the 15th Amendment, which granted voting rights (truncated) to citizens of the United States regardless of "race, color, or previous condition of servitude," should also grant women the right to vote. Carpenter and the Senate denied that the 15th Amendment applies to women's suffrage and rejected the memorial. (Inventory #: 16780)
